    There’s still no mention of the plugin’s licence.

    The license is in header of rich_counter.php file.

    It would be useful if this information was also on the plugin’s download page. Many users are not going to even try examining a .php file for license details.

    Absolutely not. Such a plugin would be rejected immediately. Obfuscated code is not at all compatible with the GPL.
