Yikes! That one looks a little beyond the scope of my experience, I’m afraid. I’m thinking that there may be a plugin solution somewhere, by means of possibly limiting or creating custom roles, or something of that sort. MichaelH posted a couple of links to issues of that very nature a while back, perhaps one of those links will lead to another and you might find something that will actually do the trick.
