I’m not following 100% completely. Do you mean you want to limit which blocks are allowed to be inserted into the post or page editor at the top level (root)? If so:

• Which blocks do you want to allow?
• Which post types (posts, pages, etc.)?

Basically, I’m thinking we could create a “block template” for the specific post type: https://developer.www.ads-software.com/block-editor/reference-guides/block-api/block-templates/#custom-post-types
