'Roots' allowed in WP theme repository?

    I’d like to contribute a free theme to the repository.
    It is based on https://www.roots.io and the latest bootstrap framework.

    Is this starter theme structure allowed in the wp theme repository?
    I highly customized it and “theme check plugin” returns the green box “Now your theme has passed the basic test…”
    Codex theme guidelines are followed.

    A comment from a theme reviewer is highly appreciated ??
