Row Tax Screen Option

I have clicked on the Row Tax check mark in the Screen Options drop down window (editing or adding an invoice) but still do not have the option to add sales tax to a line on an invoice. I can add tax on a predefined line item in settings and it will add the tax properly but it still doesn’t display it allowing me to change the tax for that invoice and line. The global tax works as well, but some line items are taxed and some are not. Is this a bug or maybe a conflict with another plugin?
