I deleted and replaced the wp-includes directory in its entirety, but the net effect was to replace one error message with another.

Fatal error: main() [function.require]: Failed opening required '/home/xrlq/www/www/wp-includes/wp-db.php' (include_path='.:/usr/local/lib/php') in /home/xrlq/www/www/wp-settings.php on line 100

you missed a file when you uploaded — wp-db.php

In fact — this entire directory is empty:

voila! see what happens when you have ALL the proper files in place ??
