Run button does nothing

    I am looking to upgrade to latest WordPress 4.6.1. I installed PHP Compatibility Checker, added define(‘DISABLE_WP_CRON’, false), but when I press the Run button, nothing happens. I didn’t see anything about this in the FAQ.

    Note, this is running on Windows without wp-cli installed.

    Is there some common steps to review this?
