Running but some problems with permissions

I can post but erratic permissions. I can add a new user but not edit them. I get “You don’t have permission to access /rose/wp-admin/user-edit.php on this server.”

Same with uploading media, again I get a forbidden page saying I don’t have permission to edit that php file.

Please help.
