    Yes. Twenty Twelve seems to me to be a great “mobile-first” theme for today’s small screens, but making it work equally well in all regular browsers can be a bit daunting. Look for a Developer who either already understands Twenty Twelve fairly well or who will at least not expect you to pay for his or her entire education along that line!

    See Appearance -> Header and Appearance -> Background. The Twenty Twelve theme should work well with all modern browsers and work reasonably well with older versions of Internet Explorer (such as IE7 and IE8). Remember that the aim should never be for cross-browser pixel-prefection but for a pleasing display across the different browsers. Anything more is the shortest way to losing a lot of hair very fast. At the last count, there were over 300 different web browsers (probably more now that we have more mobile browsers), so trying to get any design to look exactly the same across all of them is realistically impossible.
