Russian Cyrillic unsupported

I’m trying to manage membership level and I cannot use Cyrillic letters, though my DB uses UTF8 including the tables of this plugin. Once I add name of the membership level or it’s description it appeared to be ????? signs instead of Cyrillic letters.
Even if I’m trying to do it manually via phpmyadmin, I get the following message.
Warning #1366 Incorrect string value.
