When it comes to this sort of thing, it’s generally quite dependent on your own theme. For example, I’m using the Storefront theme and using the {percent} off!
text in the customizer, I’m seeing it show up appropriately, replacing “Sale!” with the chosen text:

So our customizer doesn’t do anything with the placement of this tag, it simply allows you to replace the text. Your theme will determine the placement. You should be able to modify your theme’s CSS to place this text properly.
