It sounds like this issue is directly related to the WooCommerce Shipping & Tax plugin. So in this case, I’d recommend regarding this specific issue reaching out to the WooCommerce Shipping & Tax support team on the following forum:

Please don’t forget to also add the debug logs so that the support team can readily understand the problem and provide a prompt resolution.
