Sales Tax Not Working after Updates

Two days ago I updated WP an WC and all of my plugins. Now my sales tax won’t work under any circumstances. WooThemes has tried every setting, I’ve tried every setting. I installed Tax Rate Upload hoping that it would work…nope. I’ve read everything I can surrounding this problem and while there are a few fixes out there, none seem to work for me. I checked my database and I’m not missing “wp_woocommerce_tax_rate_locations”.

Does anyone know how to fix this? I’m tearing my hair out and getting nowhere.
