Sales Tax Rate Appearing in Cart for All Customers

Regardless of what state a person is in, the tax for Colorado (2.9%) the only state we collect tax for, appears in the a persons cart when they add a product to it. Once a user enters their address at checkout this tax disappears. In the settings page I already have “Display prices during cart/checkout:” set to ” Excluding Tax”.

Has anyone else experienced this and knows of a fix?
