Sandbox hangs on please wait

When I try to create a donation in Sandbox mode, PayPal confirms the amount of the donation, but then hangs on Please Wait. I’m never asked to login, confirm the donation, or take any other action. This seems to be new in the last few weeks. Any advice how to fix it?
