Save the form as an application

Hello. I have a form (CF) with several steps,the form can only be sent from the personal account, how to save “this form as an application” in the personal account from where it was sent. Plus, request must be displayed in the admin panel or in the administrator’s personal account with the ability to add a status. The form is not simple, it has a built-in photo upload and cost calculator. I tried using the ticket plugin, I didn’t quite understand where to change the form of treatment and whether it is possible to make a multi-step form, how to place it in the user’s personal account and the administrator?
