Says ‘Tags: is either empty or missing’ when it’s not

    I’m getting RECOMMENDED: Tags: is either empty or missing in style.css header.

    Is there a particular order for the headers? My style.css has a Tags: header, although it is last (listed after Text Domain). Do blank lines between headers matter?

    Both the theme details modal and this plugin display the Tags correctly, but it says there are no Tags.
