    I don’t know why this happens – although I never tested it before, it isn’t supposed to happen.

    When I press the “Screen Options” or “Help” buttons I can see a change in the URL bar (it adds “#screen-options-wrap” or “#contextual-help-wrap”) but it doesn’t do more than that…
    The wierd thing is that it is happening ONLY on the “Page” and “Post” Sections. The “Screen Options” and “Help” works perfect in “Widgets”, “Plugins”, etc.

    I have tried to:
    – deactivate all of my plugins.
    – Change theme.
    – Increasing the memory.

    None of this helped…

    I had this same issue then I discovered the console was showing an error for my wp-admin/load-scripts.php file. I simply grabbed a fresh download of wordpress, replaced that one file, and voila. The issue was gone.

    No clue why that was the issue. But that’s what solved it for me.
