Screen Options Areas are disappearing??????

Every time I choose Format from my wp-admin screen options area and update, the Format area disappears under my Update button. I choose Screen Options and see that it is still selected but no Format area. I uncheck it and check it again and it shows up again but then back to not showing up evertime I update.

What gives???
