"Screen Options" not showing on page edit section

Hi everyone,
For some reason I cannot see the “Screen Options” in the page edit area. I am running WP3.1 on a GoDaddy shared hosting server. I have tried switching themes and disabling all plug ins, but the issue persists. I want to be able to remove the “Leave reply” feature of my published pages, but I can’t seem to be able to do this without the “Screen Options” tab. Any idea what is wrong?
