Scripts loading on non woocommerce pages

Hey guys ,
first of all thanks for this great plugin.

I have two main issues Im trying to solve.

1.All of the plugins scripts are running in non woocommece pages.
can I change it to run only in checkout || cart or rather where they really need to load this is increasing my site request.

2. Im always getting this message from pay-pal
