scroll bar stopped displaying

I have not made any changes to my site but all of a sudden the scroll bar isn’t displaying when the page content is long. I am using the Circles theme.

Scrolling does work on my Windows 10 Firefox. I can arrow down but there is no scroll bar displaying.

Chrome shows nothing and i cannot arrow.

I saw some people suggested adding in custom CSS but I have not done that yet as I can’t understand why it would stop working all of a sudden.
