Scroll Not Working

I cannot turn the scroll function off on my site. I used the shortcode, set it to true, and it scrolls even though it’s supposed to be off. To make matters worse, when it scrolls it scrolls well past the first field that needs to be completed. How do I turn off scroll and/or set it to the appropriate position on my website?

The short code I am using is as follows (I deleted the brackets):

ea_bootstrap scroll_off=”true” layout_cols=”2″ location=”4″
