Scrolling marquee text annoucement not working in IE10

I’m using marquee script to scroll some recent announcements on the website along with a few festive images. It works fine on Chrome and Firefox browsers also on mobile but is “stacked” – sorry can’t think of a better description – on IE10.

Any ideas as to where I’ve gone wrong or a better approach.
