Scrolling not working when not logged in to wp-admin

Hi,

I think I had this plugin working perfectly, but now it doesn’t scroll anymore. When logged in to the wp-admin, scrolling is fine, but logged-out there’s no scroll, just direct jump to the section of the page.
In console I get following error :

I’ve reset the plugin settings to default as well.. Any ideas ?
