ScrollOffsetTop not working

  • Hi I want to increase the space at the top of each heading. Regardless what number I use in scrolloffsettop or even turning it smooth scrolling off completely, nothing changes.

    How do I fix this? On mobile the heading is hidden under the menu bar.
