    Does this plugin allow search engines like Google to see the content on every page, and only stops humans from seeing the content unless they click the Accept button?

    Interstitial popups, like the kind generated by WP Terms Popup, should have no impact on search engine indexing. WP Terms Popup overlays on top of the content of a site but does not remove or hinder that content from being displayed.
