search for two tags using and does not work

I believe that the issue I am experiencing was posted here (https://www.ads-software.com/support/topic/search-2-tags-with-and-terms-relations/) but was never resolved. A search using this plugin for two tags using AND does not return the correct results.
Why was the earlier thread closed without a resolution?
