Yes, sure! You can add a menu above the logo. My recommendation is to open the List View, then duplicate the current menu from there and add it to the top.

What you are looking for is only possible with your theme if you customise the template files using a child theme. How to create a child theme: https://developer.www.ads-software.com/themes/advanced-topics/child-themes/

Then you will probably have to customise the site-header.php file to your requirements.

Alternatively, this plugin could also help: https://www.ads-software.com/plugins/wp-headers-and-footers/ – but there you also have to write the source code yourself.
