second or third css folder,do I have to enqueue and register it?

I have made custom.css folder .
so my questions are:
1- do I have to enqueue this folder in function.php?
2-if yes ,do I have to register it ?
3-if I made third css folder for responsive style do I have to enqueue and regiter it?
very short answers wil be enough.

Just as you would a child theme, you need to queue up your additional CSS files using
wp_enqueue_stylehttps://developer.www.ads-software.com/themes/basics/including-css-javascript/#stylesheets
Both the script and style sheet example function is here.
Edit: You can’t enqueue the folder, each file will need to be referenced explicitly.
