Section 508 on admin back-end? Does it exist?

I have a client who has used an outdated version of WordPress that had full functionality and section 508 compliance in regards to the administration of the site. With v2.6 the user does not know any input fields exist due to the lack of section 508 compliancy! I am actually quite shocked that this was not implemented!

Any idea how to fix this? If not, Any idea where the input field are in regards to editing post and whatnot so I can manually insert the appropriate tags?

If anyone has done this previously, I would very much appreciate the files so I can help my bl;ind client out.
