Seem like not working for me

Hi, I tried it but seem like not working for me. Can someone help?
I have set m_PageScroll2id to 2000 miliseconds.
I have this link at my home page big image –
<a href="#video" rel="m_PageScroll2id">Video</a>At the bottom of my home page, I have
<div id=”video”><iframe src=”https://www.youtube.com/embed/KjL4tGt1GOQ” width=”100%” height=”600″ frameborder=”0″ allowfullscreen=”allowfullscreen”></iframe></div>
It does move to the video div, but, i didn’t see it scroll at 2 seconds movement.
