Select file button on upload new media page not working

Hi,

Im new with wordpress and i’ve looked around for this problem in the forum for my problem. seems i cant find any. im sorry if this is a duplicate issue posted here.

i can go to the upload new media page, i can see the select file. Just that when i click it, i doesn’t do anything but the page just froze. im using chrome.

i also cant use drag and drop function, it will show unavailable icon below the picture im trying to drop.

Tried deactivate all plugin, delete it and change the theme to 2012. but still the same.

My second domain in the same hosting also facing the same problem.
