Send emails on account creation and update

Hi all, I have done various searches for the answer to this but can only find partial answers.

I would like to send an email to an administrator each time a new user registers on my website (we are using woocommerce) AND whenever they make changes to their profile. I have extended the user profile using ACF and I would like to send an email whenever they change a standard profie field or an ACF field on their profile.

THoughts on how I could achive this please?
