• SEO / Server headers and response section always make the site cache,
    always need to shift+refresh (clear browser cache) to see the change.

    This is normal browser operation. Last-Modified headers are read by a search bot that does not cache queries and pages

    Yes, but it leads to browser cache (from disk) all the time.

    This is how the browser works. Settings from the SEO / Server section only add headers, but do not cache anything
