Separate Blog Posts from Projects?

I have the index.php, only showing what’s in the Projects category.

Now I want to set up a separate page, blog.php to only show blog posts. Is there any way to do this? Do I have to create a Page with a separate template? There’s nothing in the codex about this. Maybe I missed something.
