Since this isn’t a core function of WooCommerce, you would need to use a plugin or custom coding to achieve that.

I found a plugin that could be useful to your case: the Hide Price & Add to Cart Button. With this plugin, you can replace the $0.00 price with a text you want, and you can replace the Add to cart button with a contact form.
