Set the limits of answers

Please consult me about your plugin: can i make the limits of answers for each client in the admin-panel or plugin’s options? For example, one client bought package of services for 8 consultations, so that he has a limit of 8 answers from us. If it is possible, so how to do this (maybe some css code)?
