set_is_vat_exempt does not work in shop pages?

    I am using the WooCommerce function set_is_vat_exempt to set users as tax exempt. However this only seems to work in the cart and checkout pages, but in the shop pages and product pages, price still includes VAT.

    Is there a setting or something I can do so that tax exempt users do not see vat in shop pages also (I need users that are NOT tax exempt to see prices including VAT)?
