still can’t work out why after implimenting BPS on two sites using same htaccess, when testing on Google PageSpeed Insights, one gets message in ORANGE saying”Setting an expiry date or a maximum age in the HTTP headers for static resources instructs the browser to load previously downloaded resources from local disk rather than over the network.”

But the other site passes with green?

Yet both htaccess the same? any ideas

These are all automated things done with bots. 99% of all hacking, spamming, scraping, etc is automated with bots. A human hacker may actually visit a site that his/her bot hacked or that hacker may never visit that site. The more sophisticated hacker bots automatically hack a website and turn it into a victim site that launches hacking attempts on other sites without the human hacker ever visiting any of the hacked sites.

I think there is a fairly decent market for selling off hacked sites so the primary goal is volume.

Example: If a hacker can automate the hacking of 20,000 sites and 1,000 of them are successfully hacked then the hacker can sell those 1,000 hacked websites to a buyer.

Yeah I guess though if you think about it from the perspective of maybe these hackers are really good at what they do and not real good working in an office cubicle then it is simply the road they have chosen just like other types of criminals. ??
