Setting For Block on Mobile View Keeps Changing on Desktop

So I’m trying to make the paragraph on pactesp.org, which starts with “Who We Are…” on the home page, fit into the mobile screen, which as you can see it runs off the page on mobile. I select that block, go down to width settings and customize the width to 55% which causes it to fit in the screen. But on desktop view the block is really narrow and high and doesn’t look right.

Anything else I can do?
