Setting policies for next year

I am trying to set up policies for 2020, which are valid from 01/01/2020 to 31/12/2020. Employees will need to be able to book time in this period beforehand though, so if they wanted 02/01/2020 off they could book it in December, using next year’s entitlement.
However, when I try to create a policy for 2020, it is not showing up as 2020. In WPHR settings, our financial year start is set to January. If I create a policy effective from 01/01/2020, then assign it to employees, it is showing as 01/01/2019 to 31/12/2019 in leave entitlements. I seem entirely unable to set it for 2020 outside the policies page.
There also doesn’t appear to be anywhere where I can manually set the end date of a policy.

If I check in phpmyadmin in the table ‘wp_wphr_hr_leave_policies’ then it shows the policy effective date is ‘2020-01-01 00:00:00’.
But if I then look in the table ‘wp_wphr_hr_leave_entitlements’ for the corresponding user and policy ID then the from_date and to_date are set to ‘2019-01-01 00:00:00’ and ‘2019-12-31 23:59:59’…
If I manually edit the record in the database to change from 2019 to 2020 then it does not work and the row disappears entirely from the employee entitlements screen in WP.
Why is this happening?
