setting two flat taxes on woocommerce

Hello guys,

I am having a problem that should be simply to solve but it is turning into a nightmare.
The company I made the store two can deliver in several neighboorhoods using motoboys.

These neighboorhoods have each one a price to the delivery. I Need my cliente to be able to choose a flat tax in the checkout depending on the place he lives in.

I tryed everything but could not find a plugin or a way to such a thing that must be a very commoun need to anyone who works with delivery.

Any ideas?? Please?
