    – Use the Pages Editor within the dashboard and add custom fields

  • No, not index.php, that is the default template file that WordPress falls back on to load a page. Checkout this graphic from the Template Hierarchy page.

    The first step to setting up a custom frontpage is to create a Page for the home rather than just showing the latest posts. You can still load posts on this page, but I am assuming you want more than just that.

    After you have created a “Home” page, you can easily set that as your homepage.

    To start making customizations to just the homepage, you could add a custom page template to that page for the HTML and PHP, and with the body class you can add CSS that only affects the home page.
