Setting up Intranet

I’m looking to setup a website for employees to be able to have their account, access relevant tests and information they need for each job title. Managers to create and delete accounts since we go through about 8 a week give or take, and have relevant files saved to their profile that managers can access and see/edit. I’ve tested various HR plugins, but none of them had an account section. If possible I’d also like to be able to track hours, efficiency, etc.
