Settings and Install Pages getting "You do not have sufficient permissions"error

    I’ve performed a clean install of WordPress on my dev site in order to configure and test Woocommerce. I installed the latest Woocommerce plugin 2.3.13 which all worked as expected, however when I click either “Settings” or “Install Woocommerce Pages” I get an error page with just the message: “You do not have sufficient permissions to access this page”

    I have no other plugins installed except UpdraftPlus which I used to restore my live site database, uploads and themes.

    If I do a completely clean install without restoring the database it works OK, but I need to be able to test using my live site data so need to track down where the issue is coming from.
