Settings are very confusing

When selecting portuguese as a language, there’s an additional option to select which flag to display. Brazil and Portugal are not the only countries that speak portuguese. In addition, selecting portuguese and only one flag will still add two flags. so if I select English, Spanish, and Portuguese, a 4th flag shows up there from a country I can’t recognize.
The language settings are very confusing. There’s cosmetic vs configuration things mixed and no option to follow the theme’s style.
