Settings do not work and seems to have mind of its own

I have spent hours changing the settings and clicking “update options” but my changes do not save or seem to be ignored by the plugin. The lightbox does not appear with my selected customization and most of the time does not listen to behavior settings. I’m having similar issues with the topbar subscription box. I have cleared the cache and followed instructions to “set my forms”, nothing seems to help. Not sure how others are getting it to work so perfectly.
