Settings in WordPress HTTPS seem to have no effect

I have tried to secure both the admin panel and my online store using the WordPress HTTPS plugin. It seems like no matter what I set in the plugin itself or by checking force https on individual pages doesn’t have any affect. I can still access the pages over http.
Wordpress is configured using a <virtualHost *:80> setting in httpd.conf and <virtualHost *:443> in ssl.conf.
I have added a couple of lines to .htaccess inside the wordpress directory to redirect a page that is no longer inside of wordpress to a different site, but I have put these redirect commands OUTSIDE of the #begin WordPress and #end WordPress tags.
Any help or insight would be appreciated.
