Settings not being saved

Wp, theme and all plugins are updated.

I installed the free version of Booster to use the “WooCommerce Payment Gateways by Country or State”. I enter in states to include / exclude in the various gateways, hit the “save changes” button at the bottom and any entries I have made disappear.
